BACKGROUND AND PURPOSE OF THE CALL FOR FUNDS

Bosnia and Herzegovina faces challenges in terms of energy security, air quality and high energy costs in the public sector. Public buildings and systems are often energy inefficient, with outdated equipment and high energy losses.
Accordingly, the EU4EnergyEfficiency project, funded by the European Union and implemented by UNDP in Bosnia and Herzegovina in cooperation with the Czech Development Agency, is launching a Call for Expressions of Interest to identify public buildings with the greatest potential for energy renovation and installation of renewable energy sources, while providing technical support for the preparation of detailed energy audits and preparation of investments. The aim is to support priority and energy inefficient buildings and systems, reduce their dependence on fossil fuels, improve the quality of public services and contribute to accelerating the energy transition in Bosnia and Herzegovina.

SUBJECT OF PUBLIC CALL

The subject of the Public Call is the selection of public facilities under the jurisdiction of all levels of government in Bosnia and Herzegovina that will receive technical support for the preparation of detailed energy audits. The results of these audits will serve as the basis for the identification and final selection of investment projects that will enable the implementation of energy efficiency measures and the use of renewable energy sources (RES).
The support provided through this Public Call is aimed at public institutions that need a comprehensive technical analysis of the existing condition of the facility and the heating, cooling, ventilation and domestic hot water systems, including energy consumption, the condition of technical systems and possibilities for the integration of RES and ultimately the implementation of identified energy efficiency measures.
Note: The Energy Efficiency Measures Co-financing Program is intended to support investments in energy efficiency measures and renewable energy sources. The focus is on projects that, although economically justified and significant for achieving energy and climate goals, often remain unimplemented due to a longer payback period and limited financial capabilities of public institutions. The program allows such projects to qualify for technical and financial support in order to reduce energy consumption, improve user comfort and improve the long-term sustainability of public facilities.

FINANCIAL FRAMEWORK AND GRANT AMOUNT

Funds will be allocated up to a maximum of 45% of the total investment value, while the provision of the remaining funds is the responsibility of the end user.

MEASURES THAT CAN BE CO-FINANCED

  • Thermal insulation of external walls and roofs of public buildings;
  • Replacement of external joinery with energy-efficient ones;
  • Reconstruction or replacement of heating, cooling, ventilation and domestic hot water systems;
  • Construction of solar photovoltaic systems for own consumption (exclusively with the implementation of energy efficiency measures).

ELIGIBLE APPLICANTS

The following can apply to the Public Call:

  • public institutions that manage facilities and systems owned by the public sector.
  • public institutions (at the state, entity, cantonal and local levels),

Facilities that have entered data on consumption and costs into the Energy Management Information System (EMIS) for the period of at least the previous 3 years (2023, 2024 and 2025) can apply to the public call, for the Federation of BiH via the website www.isue.iseefbih.ba, for the Republika Srpska via the website www.emis.ekofondrs.org, and for the Brčko District via the website www.isge.ba.

ELIGIBLE COSTS

Eligible costs include the implementation of energy efficiency measures. For buildings and heating, cooling, ventilation and domestic hot water systems selected for the implementation of energy efficiency measures, UNDP ensures the development of project documentation, co-finances the implementation of the measures, carries out the process of selecting contractors, and provides supervision over the execution of the works.
Costs of taxes, land, obtaining permits, preparing applications and purchasing used materials and equipment cannot be financed from funds allocated through a public call.

  • Completed and signed Application Form;
  • Photo documentation of the existing condition of the facility and the heating, cooling, ventilation and hot water preparation system;

EVALUATION AND SELECTION OF PROJECTS

The evaluation of applications will be carried out by an expert committee of UNDP and the Czech Development Agency based on the criteria of technical soundness, energy efficiency, financial sustainability and contribution to reducing energy poverty.
After the evaluation, applications will be ranked according to the total number of points achieved. In accordance with the available project resources, support will be awarded to the best ranked applicants.

CRITERIA FOR SELECTING APPLICANTS

The evaluation of applications will be carried out on the basis of defined criteria and the corresponding distribution of points, in order to ensure a transparent and objective selection process. In accordance with the agreed approach, the criteria include the following categories:

Mandatory criteria (eliminatory)
In accordance with the National Investment Framework (NIF), applicants must meet the following minimum requirements:

  • Remaining lifespan of the facility of at least 20 years,
  • Available energy consumption data for at least three consecutive years in the EMIS system.

Applications that do not meet these criteria will not be considered in the further evaluation process.

Energy criteria – 25 points
This category includes energy consumption and the structure of energy sources:

  • Annual energy consumption in the last three years – 15 points: facilities and systems of heating, cooling, ventilation and preparation of domestic hot water with higher consumption receive more points due to greater potential for savings;
  • Energy mix and cost structure for energy – 10 points: preference is given to facilities and systems of heating, cooling, ventilation and preparation of hot water with a higher share of fossil fuels in energy consumption for heating.

3. Financial criteria – 25 points
This category assesses the financial readiness of applicants to participate in the investment:

  • Amount of own participation, with the maximum number of points being awarded to applicants who can secure a higher percentage of co-financing for the intervention.

4. Ecological criteria – 20 points
Estimated:

  • Annual CO2 emission associated with the facility. Facilities and systems of heating, cooling, ventilation and preparation of domestic hot water with higher absolute emissions receive more points, because they have a greater potential for reducing emissions.

5. Socio-economic criteria – 20 points
This category measures the broader social impact of the project:

  • Number of daily users – 10 points;
  • Number of users under 30 years of age – 5 points;
  • Location in an underdeveloped municipality – 5 points, according to the development index, to ensure support for communities with the most pronounced needs.

6. Gender equality criteria – 5 points
Estimated:

  • Proportion of female users of facility services.

7. Technical readiness – 5 points
Preference is given to applicants who have technical documentation, including:

  • the existing condition of the facility and the heating, cooling, ventilation and hot water preparation system (e.g. project documentation, plans – floor plans, sections, facades),
  • technical characteristics of the equipment (boilers, radiators, ventilation units, lighting fixtures, cooling systems),
  • information relevant to the assessment of the possibility of introducing RES.

A note about the selection process
The application of the above criteria and scoring will enable an objective and transparent process of selecting public facilities and heating, cooling, ventilation and hot water preparation systems with the highest energy intensity, the most pronounced impact on the environment and the highest potential for improving energy performance.
